I tested the following command on the current latest trunk
(which should be the same as netcdf 4.2-rc2).
ncdump -v air 
"http://www.esrl.noaa.gov/psd/thredds/dodsC/Datasets/ncep.reanalysis.dailyavgs/pressure/air.1948.nc";
and it worked ok.
I also tested your c program and it worked also.
Have you tried the rc2 release?
