[netcdfgroup] New reference descriptions for netCDF formats

Hi,

New reference descriptions for netCDF formats have recently been added
to

This web site is in use for planning for US Library of Congress
collections.

clarity, completeness, and accuracy of the information about netCDF
should go to Caroline Arms, a Library of Congress contractor and
co-compiler of the resource.  

I recommend these concise summaries of the netCDF format variants for
reference, comparison with other formats, and use in citations.
