This is, in fact, a mistake on our part when porting over to github.
Simply adding the 'configure' script and accompanying files generated by
the autotools did not work, and at the time I was not sure why. The
short term solution was to require autotools and to run `autoreconf -i
-f` when pulling from git.
As of Monday, this issue has been fixed with the netcdf-c library. The
current plan is to leave the development branch alone, but `releases`
(under tags) will include the configure script (from 4.3.1-rc2
onwards). I hope to shortly make the same fix with the Fortran and C++
repositories.

Only when releases are made publicly available will the configure script be
generated and shipped. So unless they plan to update the configure script
frequently in their repo I think it is on purpose.

It looks like there is a mistake in their Github repository. Until a more
official response comes, you might try:

I have been using the Fortran-4.4-beta1 release recently, because if your
gfortran is of a late enough version to use I believe it is the Fortran2003 C
bindings, as it seems to simplify the compilation process.
