[netcdfgroup] Write NetCDF to in file Memory C

I'm looking for ways to write a NetCDF file to an in memory buffer instead of
to disk. I am also looking for ways to read a NetCDF file from an in memory
buffer instead of from disk.

All of the C API calls for open and create require a file path.

Is there a way to do this?
