SUBJECT: UPDATE ON GOES-8 OPERATIONS OUTAGE

AT APPROXIMATELY 1330 UTC ON JANUARY 9 1997...GOES-8 LOST
EARTH LOCK AND ITS ON BOARD SOFTWARE WENT TO "SAFE MODE". THE
FOLLOWING IS AN UPDATED MESSAGE ON THE SITUATION...WHICH
SUPERSEDES NTEM 97-2.

NOAA CONTINUES TO ANALYZE THE GOES-8 PROBLEM...WHICH NOW
SEEMS TO BE UNRELATED TO AN ELECTROSTATIC DISCHARGE. DATA NOW
INDICATE THAT THE ATTITUDE AND ORBIT CONTROL COMPUTER /AOCE#2/ IS
NOT RECEIVING TELEMETRY FROM ONE OF TWO MOMENTUM WHEELS WHICH
KEEP THE SPACECRAFT FACING THE EARTH PROPERLY. A FIX HAS BEEN
IDENTIFIED WHICH WILL REQUIRE USING A BACK-UP MOMENTUM WHEEL
CONFIGURATION KNOWN AS L2.

TO BEGIN L2 OPERATIONS...NOAA WILL BRING GOES-8 OUT OF SAFE
HOLD AT APPROXIMATELY 5:00PM EST /2200UTC/ TODAY...FRIDAY JANUARY
10TH. ABOUT TWO HOURS LATER...AROUND 7:00 PM EST /0000 UTC
SATURDAY...JANUARY 11/...IMAGERY AND SOUNDER GOES VARIABLE /GVAR/
DATA SHOULD BEGIN FLOWING FROM THE SATELLITE. OPERATIONAL
PRODUCTS FROM NOAA FOR THE NATIONAL WEATHER SERVICE SHOULD RESUME
AT THAT TIME.

NASA SPACE SHUTTLE LAUNCH IS SCHEDULED FOR SUNDAY...
01/12/97. THIS USUALLY CALLS FOR GOES-8 RAPID INTERVAL SCANNING
OPERATIONS /RISOP/ PRIOR TO LAUNCH. THE NATIONAL WEATHER SERVICE
WILL CONTACT ITS SPACEFLIGHT METEOROLOGY GROUP /SMG/ TO DISCUSS
THIS NEED. ALSO...SATELLITE PRODUCTS...ASOS CLOUD INFORMATION/
PRECIP ESTIMATES/WINDS...HAVE A STRONG DEPENDENCE ON GOOD
ACCURATE NAVIGATION. THEREFORE SOME OF THESE PRODUCTS ALTHOUGH
PRODUCED BY NESDIS MAYBE DEGRADED UNTIL NAVIGATION/ GRIDDING IS
RESTORED TO NORMAL OPERATIONS.

HOWEVER...ALL USERS SHOULD NOTE THAT IT MAY TAKE 48 HOURS OR
LONGER FOR ACCURATE NAVIGATION AND REGISTRATION TO RETURN TO
GOES-8 IMAGERY.

WE WILL KEEP YOU INFORMED OF ANY CHANGES IN THIS SCHEDULED
FIX DURING THE DAY FRIDAY.

FOR FURTHER QUESTIONS ON THE SITUATION...YOU MAY CONTACT...
