AT 2030Z AND HOPEFULLY LASTING ONLY HALF AN HOUR OR LESS.  SOME
NCEP PRODUCTS MAY BE DELAYED ALTHO MOST OF THE 12Z MANUAL GRAPHICS 
SHOULD ALREADY BE AVBL BY THIS TIME.
