This is very odd, I'll keep investigating :) I like the idea of being able to configure the WMS version too.

There is mention in the TDS documentation <http://www.unidata.ucar.edu/projects/THREDDS/tech/tds4.0/reference/WMS.html> of an OGCMeta.xml file but no documentation on what this can contain. The default OGCMeta.xml in WEB-INF doesn't have any settings for WMS version, so maybe this is not possible.
