Absolutely.  This is a very nice feature in NCSS.    The later
versions of NCSS show you the URL right there at the bottom of the
NCSS interface page.   For example, try selecting the temperature at
2m height from
http://thredds.ucar.edu/thredds/ncss/grib/NCEP/GFS/Global_0p5deg/Best/dataset.html
and restrict the time and lon/lat range.   The URL is right there, for example:

http://thredds.ucar.edu/thredds/ncss/grib/NCEP/GFS/Global_0p5deg/Best/dataset.html

http://thredds.ucar.edu/thredds/ncss/grib/NCEP/GFS/Global_0p5deg/Best?var=Temperature_height_above_ground&north=46.&west=281.&east=283.&south=45.&horizStride=1&time_start=2014-11-06T00%3A00%3A00Z&time_end=2014-11-07T06%3A00%3A00Z&timeStride=1&vertCoord=&addLatLon=true
