[AWIPS #ZJT-588965]: CAVE menu bar

The NCEP and Uair menus only appear when the client and server share the same 
localization site.  You can check what localization RPM is installed with the 
command "rpm -qa | grep awips2-localization".  Changing localization on the 
server is not a trivial task, for now, and involves manually editing a large 
number of files, or requires building a new RPM. 

ls -la /awips2/edex/data/utility/cave_static/site/
ls -la /awips2/edex/data/utility/edex_static/site/

That will show you what localization sites are configured.
