[AWIPS #UKV-186607]: On the new Unidata Windows AWIPS II WarnGen template output is all lowercase, how to change back to CAPS?

Hi Carl,

I have to remind you that Unidata AWIPS is tailed to non-operational use, and 
we primarily support US-based research and educational uses.  The differences 
noticed between Unidata and NWS AWIPS (upper vs. normal case) are likely due to 
changes in the baseline which has made it into one release but not the other.

According to my sources, AWIPS is going to implement mixed-based text 
statements from here on out, so I think the upper-case behavior that you 
desired has been baselined out, which means the NWS version you used is likely 
older than the current Unidata release.
