[CONDUIT #HGF-659268]: setting up new CONDUIT feed

I have setup lead4.unidata.ucar.edu to redundantly feed CONDUIT from:

ldm-w1.p.woc.noaa.gov
ldm-w4.p.woc.noaa.gov

As I write this note (11:54Z), CONDUIT data is flowing.

We can all keep track of ingest from the new toplevels via the
realtime stats that are being reported by lead4:

If/when the LDMs on ldm-w1.p.woc.noaa.gov and ldm-w4.p.woc.noaa.gov are
configured to report realtime stats back to us (via an uncommented
'EXEC "rtstats -h ..." line in ~ldm/etc/ldmd.conf and if the firewall(s)
are configured to allow outgoing requests on port 388), we will be able
to compare various statistics from the toplevels and lead4.
