Navigation errors in Polar data.


We have been seeing significant navigation errors (~100 km)  for NOAA-15
and NOAA-14 for JDAYs 106, 107, and 108.  The problem appears to be
external to SSEC.  The problem is being worked on, and further
information will be sent when more is known.
