Planned outage at FSL March 17

In order to do required testing of a newly installed fire suppression
system in the main FSL computer room, all power to that room needs to be
shut off. FSL data assimilation and model generation computer systems
will be shutdown just prior to the testing. The shutdown of systems will
begin 17MAR01 ~1400Z and the expected uptime is 17MAR01 ~1900.
