I really am not sure. The only people I communicate with in Canada work in the Canadian Center for Climate Modeling and Analysis regarding the GEM model distribution. I'm unsure if anyone there could help you or not. It might be worth a try.

Sorry I cannot assist you any further in this matter. It sounds like it's up to the Canadians to make the data available at this point.
