[Datastream #UQO-879148]: upper air data

The BMP file that you attached appears to show a dump of a binary file.
The problem is that we have no idea of what kind of file the dump is from.

Where did you get the file?  What is its type (for instance, is it
a GRIB file)?

I did a quick Google (tm) search on these lines and did not find
any matches.

This listing could be for a variety of binary file types.  We need more
information to have a chance of providing any help.
