MADIS dataset outage emails from SDM

MADIS real-time data users,

In preparation for beginning MADIS operations in the National Weather
Service, the NWS NCEP Senior Duty Meteorologist (SDM) staff have begun
monitoring the NCEP MADIS datasets, and are sending outage emails when
any of those are down.  These emails originate from address@hidden.

The ESRL/GSD operators continue to send outage emails concerning the
system here at GSD.  Since you are all still getting data from the GSD
system, these messages provide the current state of the system.
