[Datastream #EPF-411247]: 6 min water level data

Can you tell us the URL for the online data query you used?  It is possible
that you should be sending your inquiry to an organization other than
the Unidata Program Center/UCAR.  Also, the indication of localhost:8080
might be indicating that the server is expected to be running on your local
machine.
