[Datastream #DNA-532719]: Question Regarding DHR product on FNEXRAD

The projection information is in the compressed GINI file header.  We
PNG compress the image portion of the product and leave the header
uncompressed.  GEMPAK, McIDAS-X and the IDV all handle these compressed
GINI products without the need to first uncompress the image.  I believe
that Michael added an uncompression step in the processing sequence for
AWIPS-II.

The mapping between counts to dbZ is also in the compressed GINI header.

All of the NEXRAD Level III national composites that we create for the
LDM/IDD FNEXRAD data feed are sent in a compressed GINI format.  The N0R
national composite is also sent as a GRIB2 message.
