Ahhhhhhhh.......

Here you show:
-g /npfos/noaaport/nawips/gempak/tables 


In your ldm pqact.conf action below, you had:
-g /npfos/noaaport/nawips/gempak/tables/grid

Your pqact.conf GEMTBL location should be the level up.
