You need a bounds file. Yes, it would be nice to send an attribute to BND giving
the name of the region to fill from the boundsinfo file.

If you want to fill in Florida, you can do this in a round about way
with the code in GPWARN, you just need a "FLZALL" zone warning that
is currently active. Since I can do the individual zones in GPWARN,
it is a short stretch to make this a "gg_" capability.
I'll be out of town next week however.

Also, I made the 5.6.D release without your ECMWF grib changes you sent.
I have to visit some ECMWF second order packing issues for data that
JOSS got in ACE-ASIA, so likely won't be making any core gemlib gb_
changes until that issue is resolved.
