20011210: PT_WNMT vs PT_WCOD




Scott and Steve,

I had a question regarding the weather codes that the
dcmetr decoder was obtaining for MIFG and BR.

The mtgemp.f routine calls PT_WNMT to encode MIFG as 9,
and BR as 31.

However, using sflist to print out the WTHR produces
the interpretation of GF for the metar code BR.
And F for MIFG.

Looking at PT_WCOD, 9 is decoded as F and 31 is decoded as GF.
So, it appears that the PT_WNMT matrix needs to be modified
to reflect this.
