It *does* work under a completely patched redhat 7.2 
(XFree86-4.1.0-15 in redhat's package naming scheme) so apparently 
the change happened between 4.1.0 and 4.2.0.  I'm digging through 
the CHANGELOG on the xfree86 site to see if anything looks 
promising, but I am also not an X person.

One other clue, on another machine that I upgraded, using wxp to draw
maps on 8 bit Xvfb displays, all of a sudden none of the colors worked
right there either.  I changed the Xvfb to 16 bit and now it works fine.

I'd be happy to help out. I'll quit wasting my time here with
different settings, window managers, etc trying to get it to work, 
sounds like you've exhausted that route.
