20030318: Application of dcmsfc program



Luis,

Since you are decoding archived data (assuming Sept 28, 2001), you need to
use the "-c" flag to the decoder to tell dcmsfc to accept observations
other than from the current time window. You can also send your log information 
to
the terminal to help you identify other problems. This would look like:
dcmsfc -d - -v 2 -c 010929/0000 output.gem < 010928.bbx

(I set the time to 00Z on the 29th above since I'm assuming your file is or
0Z to 23:59Z on the 28th.
