David,

It sounds like you station table may be off in a column.
It is likely that the stations being added are getting garbled, so
that if you run SFCFIL without additional room, your SFEDIT isn't finding
the matching stations, and doesn't have additional room in TIMSTN to add them.

I'd have to see a sample of your station and data tables to check that out.

The SFPRMF can either be a list of parameters to be found, or could be
a packing file. The packing file allows you to specify the parameter,
maximum/minimum valid data, and data resolution in a convenient way.
These values can be added on the SFPRMF line using the ":" values,
but would run out of line length if you had lots of parameters.
