20040331: Gempak - linux - Displaying SPECIs with NWX



David,

The problem occurs because NWX is currently only displaying the 
observations and specials based on hourly data bins.

When METAR's are stored in 20 minute bins, NWX only shows you
the text in the +0 bin, and not the +20 and +40 minute bins.

I have modified NWX for 5.7.1 to print the off time bins as well.
