20041007: NAGRIB for conversion of NCEP/NCAR reanalysis



Luis,

GEMPAK does not support Gaussian grid decoding.
The GEMPAK grid file requires a regularly spaced grid,
whereas the gaussian grid spacing varies latitudinally.
