20041124: 20041123: GEMPAK 5.7.4 and QBUF

Admittedly, the QSCT input from the GPMAP parameter entry is
very clunky. Note that I didn't do anything here, just departed the plotting
from the gg_qsct routine for bufr files rather than nesdis files.
Asside from allowing ranges etc, I'd probably hope for using the
miscset.tbl as default settings (but thats not implemented at this point).

After looking at the gpmap.f code to see what is expected,
You must have at least a list of data values, colors and rain colors
that all are the same number of semicolon separate values. Ranges are not
supported.

Using values from the miscset.tbl table, the following is the minimum I'd 
suggest:
QSCT = 
qbuf|last|6;12;18;24;30;36;42;48;54;60|30;6;26;24;21;23;5;17;8;14|31;31;31;31;31;31;31;31;31;31
 

or 

QSCT = 
qbuf|last|6;12;18;24;30;36;42;48;54;60|30;6;26;24;21;23;5;17;8;14|31;31;31;31;31;31;31;31;31;31|.2;.4;1;5|0|1|1|Y|Y|Y|Y|Y

Those are really long lines (just in case the mailer wraps them).
