20060109: Bug in decoder dcmsfc

Alex,

I have a fix for the dcmsfc program. If you have built from source, I
can send you the code changes, otherwise I can post a binary of dcmsfc
for you (which will be the current 5.9.1 distribution binary). 

I will be repacking the 5.9.1 distribution tarfiles momentarily,
so you can obtain the source or binary that way if you want to
upgrade to 5.9.1 as well. Just make sure the distribution file
in the downloads page is marked Jan 9, 2006...as it will take about 
30 minutes to re-tar and compress the distributions.
