The CMC grid data does have some fields available at the 
3 hour intervals. These can be seen through the "Info" button
in the grid browser in Garp, or the GDINFO program:

Eg:

Since there are some grids at these times, Garp will present them
in the available time list.

To avoid these times in the plotting menu, hold the CTRL key while left
mouse clicking the intermediate times you don't want.
