[GEMPAK #GPB-329617]: GINI format of FNEXRAD data

The FNEXRAD products I create use the GINI format of the satellite images
using the ICD available from NESDIS:

I have used word 43 (eg the data compression indicator) with
value "128" to indicate that the raster portion of the image
is compressed using PNG. Eg, the image is viewable as a standard PNG
image if you start at that part of the data product. Uncompressed,
the image is 14MB.

I create the products using the NEX2GINI program in GEMPAK. I created
a similar program NEX2IMG which can create an image (like gif for example),
which other users are using to create products using mapserver:
