[GEMPAK #HRA-565908]: Ruc236 grid in Gempak

The $GEMTBL/config/datatype.tbl file defines 2 different subcategoried for 
grids:
!*      SCAT_FCT        Grid forecast                                   *
!*      SCAT_ANL        Grid analysis                                   *

If a grid file is expected to have forecast times, then the SCAT_FCT is used. If
the grid files are analysis files, then SCAT_ANL is used.

The purpose is to provide intelligent time selection and matching by file 
template
(eg matching obs with analysis times or model times with forecast times).

Generally the RUC template is used for the model forecasts, and the RUCS (some 
use RSAS)
template is used for analyses as configured in the datatype.tbl file.

If you only have RUC analyses and not forecast files, you can either change the 
subcategory in datatype.tbl for RUC to SCAT_ANL, or you can use the RUCS 
template
in datatype.tbl as your modelkey in $GARPHOME/config/Garp_defaults (optionally 
create 
an RSAS template in datatype.tbl from the RUCS template since I believe the 
Garp_defaults 
file is already configured to add rsas to the modelkeys).
