If you have the 4 lat-lon pairs, then:
SHAPE    = polygon   <-- N number of points will be provided in LOCI
INFO     = 1         <-- linetype solid
LOCI     = #35;-85/35;-83/37;-83/37;-85     <-- an example using 4 pairs
LINE     = 31/1/2    <-- White line of width 2
CTYPE    = C         <-- no fill
