[GEMPAK #LWT-163846]: computer code for CAPE

Jingfeng,

The GEMPAK source code is available to reference, but the library routines are
somewhat dependent on the their own environment of data arrays, so using the
subroutine would require some reworking of the expected data arrays being 
passed.
At some point, you would have to be willing to learn how the api is constructed,
or learn how to put your data into the GEMPAK package.
