[GEMPAK #HNC-281415]: GARP can't display radar imagery from FWS

Robert,

FWS has an annoying habit of sending every product twice, but since their ZLIB
portion internal to
the product has a different sequence number, they have a different MD5
checksum. See:

I fixed a bug in the code when reading NIDS zlib files where the second product
is appended
to the same file, and I can view the products here in Garp, but you will want
to ensure that
your FILE action in the LDM uses -overwrite to prevent multiple files being
appended.

I can pack up my current tree if you want to try that.
