[GEMPAK #JOA-479106]: ldm problems

The "[RA -5]  The station - QBS - cannot be set" message indicates that the 
station identifier can not be found in $GEMTBL/stn/sfstns.tbl - this is a 
warning and not an error, it's non-critical unless you require this station and 
at the moment the only mention of QBS is an airport station in Brescia, Italy.

The "[FL -5]  Cannot write to file" is something we need to address.  

Since the log files in ldm/data/gempak/logs/ are being written I would assume 
that the ldm user has appropriate permission to write to files in 
ldm/data/gempak/ship/.  

Some things to check:

- Is ~ldm/data/ full or near full? The unix command 'df' will show filesystem 
usage. If it's near-full then you may be out of disk space and you'll have to 
modify the scouring of old data files.

- Verify the read/write/execute permissions on ~ldm/data/gempak/ship/

- Are there two instances of dcmsfc running concurrently?  If so both instances 
may be trying to write to the same file.  If you see multiple process IDs in 
dcmsfc.log at approximately the same time (the process ID in your log snippet 
is [1603] this would indicate multiple instances of dcmsfc and we'll have to 
find the duplicate pattern action in your pqact files.

- It would help to attach the entire log file back in your reply, either 
dcmsfc.log or dclsfc.log or both.
