[GEMPAK #AAW-544114]: Redbook Graphics format documentation

HI DeWayne,

I revised the dcredbook documentation and LDM scripts over the weekend. I
posted the scripts and instructions to

https://github.com/Unidata/dcredbook-util

A copy is also hosted on our server at

http://www.unidata.ucar.edu/software/gempak/redbook/

For this to work I created a dcredbook_gif build, the Makefile changes have
been baselined to https://github.com/Unidata/gempak but have not been
incorporated to the binary builds yet. I'll have 7.0.5 out with the changes
later this week.

Have a look at the new documentation and revised scripts and let me know if
there are any unanswered questions or related issues.

Best,

Michael James
