that's very odd indeed.
what you should see is this:
mjames@imogene:~> dcgrib2 gem.gem < gfs.t12z.pgrbf12.grib2

Opening Local GRIB2 Vertical Coordinate Table g2vcrdncep1.tbl...

Opening WMO GRIB2 Vertical Coordinate Table g2vcrdwmo2.tbl...
mjames@imogene:~> ls -al gem.gem
-rw-r--r-- 1 mjames ustaff 17370624 2014-08-26 13:44 gem.gem
Can you tell me more about your system? What version of GEMPAK? What
operating system? And what is returned by the command "ldd $OS_BIN/dcgrib2" ?
