The DPA data is currently available on NOAAPORT. This data is transmitted
on the IDD data feed under the HRS feedtype which you
should be able to obtain from your upstream site (Cornell).

The DPA data have WMO headers SDUS8x as well as the /pDPAxxx pil tag.
I do not know when the NWS will begin making the hourly and 24hourly
precipitation products available. The plans for NOAAPORT do add more
NEXRAD products between March and November, but I do not know any
schedule for what products will be added when.

As far as gridded surface temperature, you could use the hourly RUC
model analysis which is also on the HRS feed in grib format. Or, you
could perform an objective analysis on the surface observations directly.
