[Staging #KYN-678004]: ldm problems on ingest



Hi Greg,

This is a quick note to let you know that I initiated some performance 
monitoring
on 'ingest' this evening.  The Tcl script /ingest/ldm/util/uptime.tcl is run out
of cron once-per-minute and logs to the file /ingest/ldm/logs/ingest.uptime.  
The
parameters being logged are:

We use the same script to monitor performance on all LDM/IDD machines in our
