[IDD #ZRZ-838496]: Radar data

I apologize for not being able to get back to you earlier...

It turns out that someone at NSF, the home of idd.cise-nsf.gov, reassigned
the IP associated with idd.cise-nsf.gov to a different machine -- big
problem.  This problem was fixed earlier today (after one mis-start), so
your feed should have returned.
