[IDD #TNF-892711]: idd.cise-nsf.gov connectivity marginal

Hi Art,

We just received the following update for the CONDUIT ALLOW for
PSU machines:

So, you should now be able to request CONDUIT directly.  Please
give this a try and report your success/failure.
