[LDM #EDU-384837]: NEXRAD3 feed

We are seeing a lot of disconnects from twister on the idd.unidata.ucar.edu 
cluster
node that is handling feeds to it.  I am just restarted the LDM on that node
to test to see if the connection problems will clear.

The problem may well be on our end.  We should know if the LDM restart on
the cluster node in question addressed the problem in the next few minutes.
