[IDD #BCL-986165]: LDM allow change request

It should be OK to make the switch as soon as you are ready.  To make
sure that feed REQUEST(s) from your new machine will be honored by
the idd.unidata.ucar.edu top level IDD relay cluster, please do
the following:

<as 'ldm' on star-ingest-boulder.starinst.org>
notifyme -vl- -f ANY -h idd.unidata.ucar.edu

If this 'notifyme' invocation results in products being listed, you
are good to go.  If there is a different indication, please let us
know.
