OK.  Does an attempt to idd.unidata.ucar.edu act the same?  Based on your
comment "Each of the ldmpipng commands just keep trying..." I would assume
that the answer would be yes, but this is totally unexpected for 
idd.unidata.ucar.edu
since there is an ALLOW for you there.

I am the admin for idd.unidata.ucar.edu, so let's start with getting
this straightened out first.

Is there any chance that I could login (SSH) to your machine as user 'ldm'?
