[IDD #UMU-213011]: No data from idd.unidata.ucar.edu

A general NOAAPort outage affected all ingest sites.  The data delivery
is returning to normal as I write this.

We will be sending out the NCF ADMIN messages we received that has
a bit more information on the outage to the nws-changes email list.
