[IDV #WCA-451375]: Proxy settings

Brain,
     It would be my fault if I only asked you to open 80 port to 
www.unidata.ucar.edu. You need to do the same to 128.117.*.*, is it possible? 
At least you need to open this port to motherlode.ucar.edu.
