[IDV #VVG-632378]: Unable to view IDV KML in Google Earth

Hi John,

It's the level type indicated in the Product Definition Section. See

TABLE 3. TYPE AND VALUE OF LEVEL (PDS Octets 10, 11, & 12)

on the wmo sites Guide to GRIB for more info:

That said, you've correctly identified the issue in that the codes above 128 
are local codes. Once
we have the correct local table, then we should be good to go.
