This is a configuration problem, the crontab should be set up similar to
this with ? as a time to check

? * * * * * bin/ldmfail -p primary_host -f failover_host

The ldmfail script is looking the primary and failover host in the
ldmd.conf file on a request line.  If it doesn't find either the message 

No primary or failover host found in /usr/local/ldm/etc/ldmd.conf 

is sent out.  So either the crontab p/f hosts need to be changed to match
the ldmd.conf or vice versa.
