Re: motherlode-thelma-shemp feeds

Hello Hsie, 

iita.rap is not a NNEXRAD relay machine, so it would not be an appropriate
failover. Contracts are no longer needed, and have not been for a year.
NNEXRAD is freely available, we no longer distribute WSI products.
