It is likely that as a part of your operating system upgrade your machine
name was changed in one or more of the locations it can be stored.
I would first check /etc/hosts to see if there is something amiss there.

Check the log file on turbo.rap.ucar.edu to see why the connection from
ofour is being denied.

You shouldn't have to, but considering the changes in the C library
from RH 7.0 to RH 7.3, it might be a good idea to rebuild the currently
LDM-6 distribution from source.
